Armenia Business Opportunities for UAE and Dubai-Based Companies
For a UAE or Dubai company, Armenia offers a visa-free base, a growing set of agreements and a government that actively courts Gulf partners. The figures are mixed: the two sides report very different trade volumes, so look at product-level data, not headlines.

For a UAE or Dubai company, Armenia offers a visa-free base, a growing set of agreements and a government that actively courts Gulf partners. The figures are mixed: the two sides report very different trade volumes, so look at product-level data, not headlines.
What do the trade figures say?
The Armenian foreign ministry reports Armenian exports to the UAE of USD 5.25 billion in 2024, USD 2.22 billion in 2023 and USD 534 million in 2022. The data does not show what these exports consist of, so do not read them as Armenian-made goods. For January–November 2025, Armenpress citing the Statistical Committee gives exports to the UAE at USD 1.70 billion, down 66.2%, which made the UAE the second destination after Russia.
The UAE embassy states that non-oil trade reached a record USD 4.5 billion in 2025. The two sets of numbers point in opposite directions, probably because they measure different things. Ask for the product breakdown before you build a business case.
Which agreements help?
The EAEU–UAE agreement signed on 27 June 2025 was ratified by Armenia on 25 March 2026 and was reported to take effect on 6 October 2026. Armenia's list of preferential goods exported to the UAE covers 217 of 270 product categories. The UAE embassy also reports an Armenia–UAE Trade in Services and Investment Agreement signed in February 2026. A double-taxation agreement is listed by the Armenian foreign ministry; a Bloomberg Tax note dates its text and protocol to 2002 and gives no entry-into-force date, so check its status.
UAE citizens and residents can enter Armenia visa-free; see the visa rules described in the article on Gulf and Iraq markets on this site.
Who is already investing?
The UAE embassy lists Emarat, with a local partner, planning a national network of service stations; the Armenia Securities Exchange and the Central Depository of Armenia joining the ADX Tabadul platform; and a steel venture by GTB Group and Safe Group based in Abu Dhabi. These come from an embassy page, not from audited data.
Which sectors should you look at?
Use the Armenian government list as a starting point: ICT, agribusiness and food, advanced manufacturing, tourism and business process outsourcing. For each, find a named local counterpart before you spend on a visit. Diplomatic relations date from 25 June 1998, there is an Armenian consulate general in Dubai (opened in 2018), and the joint commission met in Yerevan in May 2019 and Abu Dhabi in May 2024.
